1. All projects involving land use need to be approved land use demand before the competent level People's Committee decided to allocate land, lease and permit conversion of land use.
2. The competent natural resources and environment authorities organizes the evaluation of land use demand; evaluation of the conditions allocation, land leasing and permit to converse purpose of land use to implement investment project, namely:
- Department of Natural Resources and Environment organizes the evaluation of land use demand; evaluation of the conditions allocation, land leasing and permit to converse purpose of land use to implement investment project under competence of decision of land transfer, land lease and changing purpose of land use by Phu Yen province People’s Committee.
- Division of Natural Resources and Environment organizes the evaluation of land use demand; evaluation of the conditions allocation, land leasing and permit to converse purpose of land use to implement investment project under competence of decision of land transfer, land lease and changing purpose of land use by District’s People Committee.
3. Competent authority deciding allocation of land, leasing land and allowing the conversion of purpose of land use mentioned above can not authorize to another authority to do it.
